I would say that this is a good list but maybe keep these in mind as well:
1. When you are writing, always offer content that has value to your visitors and forget about search on the first draft, then go back and make sure that you have used your keyword phrase one time in bold, once in italics, and once in an H1 or H2 tag toward the top of the code of the page.
2. Use synonyms in the title tag, a page for car sales may have a title like this: "Car Buyer Alert - Find and Purchase the auto of your dreams."
3. Use a synonym of your KWP in an alt tag for images.
4. Make sure your page is no more than 3 clicks from the home page.
5. Make sure your description tags reflect the subject of the page and start it with a synonym of your page.
6. Personally I do not use keyword tags often but if you do, make sure they are synonymous and are used in the page somewhere.
7. Never use the same phrase more than 9 times in the code of the page.
8. Related pages, preferably one of the synonyms of the KWP are linked to and from the page.
There are more but I am once again short on time and I am not even sure if anyone will read this with interest. However, this is a topic I have studied a great deal and would love to integrate more of it into this forum. If you have any questions let them loose and I will do my best to answer same day.
